Client focus includes: local governments, aggregators, industrial customers, distributed generation and renewable energy companies, combined heat and power firms, competitive energy suppliers, energy cooperatives, utility consumer advocate offices, and state energy and economic development offices.

· Assisted in the design of PJM load response programs.

· Market assessment for international inverter manufacturer for grid connected small scale generation

· Developed distributed generation technical standards for Delaware Consumer Advocate (now used as national model).

· Developed RFP procedure for purchase of electricity supply for $70 million aggregated block of municipal accounts.

· Testified as expert witness in generation interconnection proceedings before the Delaware PSC.

· Performed economic analysis of "super" peak IC genset systems in PJM (ISO) power pool.

Specific policy focus and position development on electric restructuring including: stranded cost recovery; public benefits charges and energy efficiency programs, competitive billing and metering, and electronic information exchange protocols. Developed models for municipal aggregation and provided advice to industrial customers on wholesale energy options. Developed nationally renowned marketing approach for solar photovoltaics. Assisted the Maryland People's Counsel on electric utility fuel and base rate cost issues. Involved with review of utility Clean Air Act compliance plans and nuclear power plant replacement power costs. Specialization in cost allocation and rate design methodologies. Two month technical exchange program with parent corporation of Lehigh Portland Cement Company (Allentown, PA). Introduced to all aspects of the German cement industry, including raw material mining, production, shipping and sales techniques.

1984-1986 Virginia Electric Power Company Richmond, Virginia

Engineer with Transmission and Distribution Department.

Calculated proper settings for high voltage transmission line protective devices and distribution network circuit breakers. Familiar with all aspects of electrical distribution system. Determined proper fuse sizing and coordination on electric distribution network. Extensive programming of personal computers to solve electrical engineering problems.

1981-1984 U.S. Army Chemical Systems Laboratory Aberdeen Proving Ground, Maryland

Cooperative Education Student. Designed a flash electrical heater, magnetic field generator and associated electronic controls. Assisted in development of a new multi-spectrum obscuring material. Wrote computer programs to calculate field strength in magnetic coils.
